Task 1: Reinvesting to address community needs.
You are the criminal justice planner for your county (Saint Lucie County). There has been pressure over the past
couple years to “defund the police” in your county and redistribute the projected cost-savings to community-based non-profits who deal with the “pet” social problem community leaders believe causes the criminal acts most
prevalent in your county. Of course, “defund the police” is a blanket call without concern for the jurisdictional issues within the criminal justice systems. Still, the county commissioners have tasked you with developing a plan to
reinvest 25 percent (25%) of the Sheriff’s Office budget to address a key social problem identified by a citizen
review group to reduce the proportion of individuals arrested for an initial crime or a violation of probation that
would bring them back into the jail system. In your county the Sheriff controls not only patrol (in the SO’s
jurisdiction), but the jail and misdemeanor probation, too.
Two primary areas have been identified by your citizen review group as the sources of behaviors that bring
individuals into conflict with the criminal justice system. The first is behavioral health issues (mental health,
substance use, or co-occurring disorders); the second is a lack of employment skills and opportunities. Your first
decision in this assignment is to decide which “problem” you will address with the reinvestment process.
After you identify the “problem” to be addressed, you will need to identify the appropriate county- or municipality-
level community-based organizations that would be in the best position to address the problem. In addition, as part of taking 25 percent of the Sheriff’s budget, the Commission has agreed that the Sheriff’s Office should be a part of the reinvestment process. Your additional task as the planner is to define the roles to be played by the various
organizations using the framework of interorganizational relationships (IORs). This planning must include the
outcomes by which the reinvestment program will be judged a failure or a success. You have no more than five
pages (approximately 1250 words – double-space, 12-point font; excluding cover page, references and/or
figures/tables), in which to outline the plan.
The structure for the paper will be:
Identification of the “problem” to be addressed with at least one reference to a peer-reviewed or government document outlining the scope of the problem (I always recommend starting at the Bureau of Justice Statistics for the most recent data on most criminal justice issues).
Definition of “justice reinvestment” or “defunding” with source of the definition and an explanation of how that definition applies to your process.
From this information, how the “problem” identified is supposed to cause crime and why your proposed IOR will make an impact on the problem. Some peer-reviewed research material will strengthen your argument (and score).
Identification of the county in which your reinvestment project will occur.
Identification of the Sheriff’s Office involved, and two to three non-governmental (community-, faith-, or non-CJ government offices) agencies that will participate in the reinvestment process, including:
A brief explanation of the role each will play in the reinvestment program and process (e.g., one paragraph per organization)
A website with information about each component’s organizational information.
Specific utilization of the materials in Chapter 5 on IORs, including:
Why the organizations you have identified would want to participate in this reinvestment process, specifically the type of IOR this will be (i.e., levels of commitment).
Which organization should take the lead in planning and operationalization using the categories in Chapter 5.
Distinguish whether each organizations’ motivation is one of voluntary (and type) or mandatory participation and why.
A brief discussion of how other policing jurisdictions would be involved or affected.
A brief summary of the expectations for the reinvestment program. You will revisit this in the final assignment, so give it some thought now!
