Revising Civil Service for the Future?
This project emerges from Chapter 2 in our text. Specifically on pages 54-55, the text has a brief case study exercise on “The Case for Federal Civil Service Reform.” Read through that brief case study and also make sure to review the 2014 report from the Partnership for Public Service on revising the federal Civil Service. That report is available at the following url:

After reviewing that report, answer the following questions in two pages of text:
1. In your opinion, do the authors make a strong case for the need for civil service reform? What is their primary rationale for the reforms?
2. Based upon the history of civil service systems in the United States, what do you see as the dominant values underlying the specific reform proposals?
3. In their discussion of how the reform proposals should be implemented, the authors acknowledge the need to involve ‘unions, management associations, congressional staff, veterans’ organizations and civil rights groups.’ From your perspective, how might each of these stakeholders view the pros and cons of the proposed reforms?

• The report from the Partnership for Public Service is 48 pages in length. However, many of those pages are devoted to graphs and visuals documenting challenges within the federal Civil Service. As you review this report, pay attention to the large themes identified by the report. Those themes are essentially the major findings of the report.
